The indicators are bounded [0, 100], paired with a confidence band, and refreshed at request time. The product does: re-state already-projected signals · pair every score with a caveat · preserve a digest-verified audit trail · require human review for every consequential conclusion. The product does not: run any agent-based simulation · run any solver · perform any time-series projection · compute any reviewer-personalized score · execute any municipal action · interface with any operational GIS or operational satellite feed · claim any actual municipal data integration · guarantee any monetary outcome.
